White Slimey Stuff

**This thread was posted in the betta forum, and after a few weeks I had no replies....now my betta has something that looks like fin rot. Please help me - i need to know what this is and how to get rid of it fast.

I found this white slimy stuff on some of my gravel and i was about to siphon it out when i saw HEAPS of it on my heater (right at the top). Strange thing was that there was no white slimy stuff on the left hand side of my tank (the side that has the undergravel filter) has none of this yucky stuff. So i searched it up and i found out that it could be NTS :blink:

I read that I shouldn't clean out the tank for another 2 weeks! And the weekly tank change is due today! :shout: I've used "cycle" in my tank as well.

P.S. I have a 3g tank, a heater kept at 30*C (80*F), an undergravel filter that can only cover have of the tank and plastic plants. My betta has showed no signs of distress or illness. He has not eaten since two days ago so that his body can rest and clean out his system. My betta likes to spend time near the heater which has all the growth on it and has also built a bubble nest very near to there.
 
The water is clear, ammonia: 0 and that is all I know so far because my nitrate and nitrite kits ran out! But back when the foto was taken...nitrites: 0, nitrates: 20-30 ( abit high)
