White bits on bed of fish tank

:sad: Hi everyone, need a little help, have been looking after tropicals for over a year with little or no problems. However I recently purchased a small tank for my better half and filled it with three Angels & a bottom dweller. All the fish are more than happy afetr a month, though I keep getting this white mist / sand forming across the bottom of the tank sitting on top of the pebbles and despite water changes it keeps re-appearing. Does anyone please know the following....

- what is it please?
- is it harmeful?
- how do I get rid of it?

It sounds like something is falling out of solution, are you ading any chemicals other than de-chlorinator to the water? Or do you have any rocks, shells etc in tank??
