Hello, I did some searching online, and it seems this company does shipping to Australia.
FYI I'm not from australia but this seems like a reputable retailer.

You can't bring most aquatic plants into Western Australia and even if you order them from over east, they won't send them to WA even when they are allowed into WA.

You can sometimes get tissue cultured plants sent over if they aren't on the list of declared pest plants. Aquarium Industries (AI) has them as tissue cultured and you can get your local pet shop to order them in for you from AI. https://www.aquariumindustries.com.au/product-category/freshwater-plants/tissue_culture_plants/

Crytocoryne balansae is available in WA but you have to ask the pet shops to order them in for you.
Aquatix in Canningvale might have them in stock because Oliver used to keep them (albeit years ago), but they might have them.

Aquarium Gallery in Wangara should be able to get them in from Graham, one of their plant suppliers.

Aquatic Plants Direct in Mount Nasura (Armadale) might have some.
