Please see video below, the blades of the impeller appear to hit the casing, at least that's the only thing I can think is causing the noise, any other ideas, and maybe how to fix?

That filter looks very similar to the classica powerbio 200 that I have just thrown out.
The impeller kept getting bunged up despite cleaning every week and the locating hole was starting to go oval shaped.
Pull out the impeller and have a close look at the locating hole. If it is going oval shaped then methinks it's time for a new filter.

Not sure what a locating hole is exactly - here's the impeller.

It makes that noise when underwater?

Yes I thought it was the carbon rods that were ratting around at first but I took them out and the noise was still there so started taking more pieces away until I got to this impeller thing.

I see what you mean. Mine had a small locating pin on it at the top end.
The round slot in which your impeller is located, has that gone slightly oval?
If you rotate the impeller in your fingers by holding the rubber end/black part, does it feel or look like the shaft is out of true - you will know if the blades don't look like they are rotating in a true circle.

It is missing the axle that runs through that hole in the middle and seats both in the magnetic part that you have it in and the cover that fits over the other end.

I just opened this new one and took a picture showing the axle.

This is an older picture of a whole power head, not just the impeller part. It has the cover in place. The tapered part is where the other end of that axle seats.

its hitting that dingus.. I can see it from here..

Can you define dingus for us hambone? Just kidding.
The impeller is not staying where it should because there is no axle through it. It will never run right with only one end supported but it would make noise the way it is shown, even if the other end cover was installed, because there is no axle to prevent it wandering around within the housing.
