What's Happening In The Tank - Help Please !

Hi all
We have a 60 ltr tank that had 4 rummy nose tetra and a coolie loach. Following a substrate change last week, the water has suffered a bacteria bloom and we've lost the fish (discussed on a seperate post and deemed most likely cause to be stress because all levels are OK and we were very careful doing the change etc.) So today we have an empty, cloudy tank with a bacteria bloom in progress. Clearly we will not be introducing new fish until we are happy that the bloom is over and the tank has settled. So what is happening in the tank, I'm presuming that the bacteria bloom will settle in time and we can add fish? The filter wasn't cleaned during the process and I kept a load of old gravel back for the new tank in a large plastic cup, so there's good bacteria in there. All help appreciated.

If it was me I'd be helping the bloom with water changes and dropping in the odd flake of food so the bacteria don't die off whilst the tank is sat empty. Of course someone more experienced may say something completely different!
 
Did you ad any stuff like to get rid of the chlorine in the water??

Yes, 50% new water was treated
