I currently have:

4 neon tetras 
1 betta 
4 sterbai cory cats

I think you are probably fairly well stocked at that size. Only thing I can think of is Kuhli Loaches if you have sand for your substrate.
 
I would say increase both neons and cories to 6 and that's about your lot.
 
Agreed on increasing the cories & neons to 6 and being done.

Okay guys,

How about if I upgraded to a 40 gallon?
What fish species would fit in well with my current stock?

Well, increase your neons to 12 and your corys to 8 for starters. They're shoaling fish and need larger numbers.
 
 
.. then you could go for 8 glass catfish or 8 rosy barbs.
 
If you want something a bit bigger you could get a pair of keyhole cichlids instead, or a couple of bristlenose plecs (make sure you only have one male)
 
some dwarf gouramis maybe if you upgrade - if not increase the shoals but be wary of the bio load on the filter :)
