What To Do With Fish When On Extended Holiday (3 Weeks)

I am going to be on holiday for 3 weeks over Christmas and new year his year. As you can imagine I have a problem with fish care over that period.

I have read a lot online about what to do, some people say leave the fish for 2-3 weeks and they'll be fine. Some say buy a auto feeder, the advice is confusing. Many say auto feeders are a waste of money and often clog.

I have a neighbour that can pop in and sprinkle some flakes in. However, how often would they NEED to be fed? Daily (as I do just now) isn't practical for my neighbour. So would 3 or 4 times over the course of the holiday suffice?

Also, I have Cory's, Otocinclus and dwarf frogs in the tank with guppies and platies. I feed the frogs bloodworms, however would they survive on flakes/algae wafers for the three weeks?

Water quality is an issue too as I do a 30% weekly change, however I think they'll have to stay in the same water for the three weeks as I have no one to change the water.
 
I'd just buy an auto feeder, but would steer clear of the cheaper end of the market you get what you pay for in terms of design and build quality, Nutrafin/ (Hagen) & Juwel make half decent looking items and are reasonably priced, ensure batteries are charged and use food type recommended in the instructions, I'd also do a slightly larger than usual water change before I left, and leave an air stone running too. stay away from holiday/weekend type food that look like chalk, 
 
as well you could probably get away with weekly feedings, it won't hurt them to go without for a few days so even if you could say have someone come on a wed and sun it should be fine.
 
just do a water change before you leava and itt will be fine. I wouldnt feed them with those feeder blocks, It would just foul up the water
