What is this??

Yeasterday I put my wifes veil tail in a divided 5 gal so he could flare at another betta instead of a mirror, and today I find this.... Anybody have any ideas. It is white, and hanging off his gill. Looks kinda cottony.

could be either fungus or parasite, i can make out the pic ok but i guess uv just gotta be there to rely know. melafix or the bettafix stuff im pretty sure clears up both, salt also helps. does he seem to be acting werid at all?
 
Update. Both bettas are now isolated. The one with the stuff hanging off him is in a half gal jar with a lot of salt, the other is in a gal jar with some salt as well. I let hot water run in the 5 gal for about 10 minutes and now I am soaking it along with the heater and thermometer with a heavy salt solution. Going to give the same treatment to the gravel when the water heater heats the water up again.
 
He's acting normal. No scratching or being lathargic or anything. I just picked up some pimafix and melafix over the weekend. I know you can use them together, but what would be the dosage for a half gal? I'm going to treat both just in case. Pimafix says cottony growth. That is what this looks like, but I want to be sure.

However, if you truly feel that such extreme measures are needed, why not use a weak bleach solution to clean everything?
 
I just want to be safe. I just got the crown that the infected one was in the divided 5 gal with over the weekend, and don't want to risk anything cause he is gorgous. The crown has no symptoms of anything, so I don't think it was anything he may have brought from the pet store.
 
It could be anchor worms.

If it is then Its Highly contagious, isolate fish immediately. (which you have done)
Physically remove the worms with tweezers. Treat the tank with an organophosphate such as Trichlorfon (active ingredient).
A repeat treatment maybe needed after 10 days to kill any newly hatched worms.

Looks like a fungus to me. Maroxy might work, if it's not too far along. You might need a stronger med, like fungus eleminator by Jungle. There are others as well.
 
I treated him with some pimafix last night and today the smaller of the 2 spots is almost gone, and the larger is smaller than it was so it looks like it's working. There is something I have been confused about though. Should I do water changes like normal while I'm medicating? The directions on the pima fix says to treat for 7 days, then do a 25% water change and continue treatment if necessary. I don't want the poor guy to get amonia poisining on top of what he already has. Thanks everybody for the help by the way.
