What Is This Stuff?

I recently received a bunch of random plant bulbs in the mail, they've been in my tank for a few days and only one of them has sprouted. Several of the others have strange white/translucent stuff growing on them, it seems to be emitting some kind of gas since bubbles are accumulating on and in it. They aren't planted in the sand since I didn't have much time when I dumped them in.

Does anyone know what this stuff is? And is it safe, since I'm getting fish tomorrow?

Well give the other ones some time. Not sure about the white stuff growing on them. The bubbling sounds like pearling.

I have had several do that. All of mine that did that ended up rotting. I don't know what it is, but I know it isn't good.
On the up side... it never hurt any of my fish.
