What Is This For?

I have this thing that was given to me...It's the shape of a cone, pointy side down. It floats on top of the water. There are tiny holes in the cone..what is this thing for? It looks like it has something to do with feeding, but I'm not sure how it helps.

Its for feeding live tubifex worms.

Its for feeding worms and the like!

Worms wriggle out and escape to the waiting fishes mouths. I think the idea of floating it, is that all fishes get the same change at the grub, and you can remove it once the fish show no interest, and so save on the hoovering of the tank after meal times.
