I think it's a red finned cigar shark, Leptobarbus rubripinna, but it's either very sick or stunted, whatever species it is.
Look at the shape of the body; its obviously very, very thin. Even fish like loaches and eels, that have a naturally slim body, should have a rounded and slightly plump look to them.
A big clue to its state of health is to look at its head and eyes; see how they look far too big for the rest of the fish? That's nearly always a sign that the fish has become stunted, most likely for being kept in a tank that's too small, or undernourished
