Weird Red Slimy Stuff...

I have set up two aquariums in the past year and both are suffering from a weird slimy red coating on the glass, gravel, and ornaments. It goes away if I turn the lights on to just four hours per day, but comes back with a vengeance when lights are on ten hours per day. Also, there is absolutely no algae in either tank. Bot have been running since February, 2005. All the water quality stats are good. Ph about 6, nitrites 0, ammonia 0, but nitrates are high at over 60 ppm. Is it cynobacteria, and if so, how do I get rid of it?
 
I really don't think what I have in my tanks is algae. Could someone please let me know if they have had a similar experience?
