I use pvc pipe with a cap on the end & a piece of sponge for outdoor pond filters. you can get 2-3 filters from one large piece of sponge. Drill 20 or so holes through the pvc pipe where you plan on putting the sponge, just above the cap, but space them smaller than the sponge or it will leak air. Poke a hole through the sponge with a good size knife and slide it over the holes. If you drill a large enough hole at the top to fit the air line through, it will help hold it in place. Some people put an airstone at the end of the air line inside the pvc pipe, they work just fine for me with out one. If it float at first (mine usually do) put a small handful of gravel down the pipe after the air line is in place. No base is necessary with this design, as it sits at an angle, sort of tripod style, on the cap and the edge of the sponge. I'd post a pic, but it's late, & I'd have to go dig around for the camera.
