A PC with 36 watts, 50/50 would do fine. There is a lot of argument about actinics. As you go deeper in the watter, the higher frequency lighting is filtered out. That is, reds, yellows, oranges..leaving blue next. Actinics are supposed to replicate the light at depth which supposedly is what the zooxanthellae are adapted to using. The actinics also give a nice color to your tank and corals.
However, a 10,000 K or 20,000 K bulb also contains light in the blue spectrum and people have corals obviously doing quite well. So...sorry, the answer is yes and no. SH
