What is the best water flow to have in a small tank?
Do the fish like slow water movement or fast?

It entirely depends upon the fish in question.

For instance, my two African Butterfly Fish prefer a calm water surface or at most a tiny amount of current, while my Barilius and Synodontis brichardi need and love lots of current. Consequently, the two types cannot work together in the same tank.

Research ahead of purchases is the key... Find out what is your "must have fish" that suits your tank size and determine what sort of setup it needs (current, temp etc). You can then choose tankmates if appropriate that will thrive in the same conditions.
