The dechlorinator (Prime - i use) acts instantaneously so i add to the tank as i add the fresh water.

I use a submersible pump to fill the tank as this wastes little water.
Put a bowl in the sink and run hot and cold together to get desired temp and use the pump.
You can use the pump to empty the tank if you dont gravel vac.
