Water Changing

When you change X amount of water in a tank - doesn't the new water need to be treated first to remove Chlorine etc. or does the bacteria in the tank do this for you.
What should I do if the tank is only a few days old??? The water is cloudy and i've been told to change about 20% of the water daily?
Is this right???
 
I usually do a 20% water change once a week (every sunday infact). I use a large empty bottle to take out the water as it holds 3 litres at a time, and once im done emptying out the dirty water, i start filling up the bottle again to add water back. i do use a dechlorinator (tetra aquasafe), but i add this to the bottle before it goes into the tank and shake it so its already mixed into the water.

This seems to work well for myself.

Also, if your water is cloudly it could possibly be due to any new gravel/sand you might have added to your new tank? If not, check the filter is working and do a water change (thats what i'd do) Hope it helps.

If anyone else has any ideas then I would appreicate the help as I am still a newbie to this! - just 3 days old in fact!!!
Should I be changing the water already though??? If so, every day?
