What is the correct procedure for doing 25% water changes, i.e. do I put water in container and add anything to it? Does it need to be heated up to the same temperature as the water in the tank. Does it need to stand for a while and if so how long.

If I need to add small amounts of water to tank because the level has gone down do I need to add anything to it?
 
I believe you can just put the water into your tank then dechlorinate it using the correct amount of the water that you just poured in.
 
Dechlorinate first, then add to your tank straight away if you have a stable pH. It should be around the same temperature as your tank. If the pH straight from the tap is different to water that has been left standing for 24 hours then you'll need to leave the water to settle before adding to the tank. If you need to do this you may as well run a heater and powerhead for circulation.
 
Don't worry too much about it. Just use the water from your tap (match the temperature by mixing hot and cold and just use your hand to make sure their close) and make sure you de-chlorinate the water before you put it in. Usualy the pH is the same as long as you stick to using your tap water and most people don't bother with letting it sit.

Now because you asked this question I assume you weren't aware that you needed de-chlorinator which I presume means you don't know about beneficial bacteria and cycling.
