Water Changes

Is it possible to do 1/4 water change twice a week in my goldfish tank. I have a small redcap oranda currently housed in a 10 g tank and want to know if water changes twice a week will do any harm. I do not have an ammonia tester and the tank is fairly new, so i want to make sure that the tank is free of ammonia. Will doing the water changes harm the fish or benefit the fish. By putting some aquarium conditioner salt and chlorine nuetraliser in the new water benefit my fancy goldfish.
 
goldfish make alot of mess and fancy goldfish even more I think so 2 water changes a week wont do any harm. How long has the tank been set up?......do you know if its cycled?

....as for the tonic salts bit, you dont need to add tonic salts everytime you water change, as long as you dechlorinate the water, tonic salts are great to use with cold water because they relieve stress etc and can be used as a kind of 'pick me up' but if you read the box they can be used in a higher consentrate to treat fungus.

I don't know if its cycled yet. The tank has been set up approx 2 weeks i think. Before i added the redcap oranda, i had a male betta in the tank for a week with a filter. After that week, i placed the betta back in his small betta tank and since i already have a cycled 15 g, i put the new filter in with my cyled 15 g to speed up the cycling process and to gather beneficual bacteria. After 5 days in the cycled tank, i put the filter back in the new 10 g. Did 20% water change and left the filter running for a few hours. I went to go get a fancy redcap oranda. I do not have a test kit to make sure that the tank is cycled so i asked the question if i could do water changes twice a week just to make sure that there was no ammonia.
