do i still have to use dechlornator if i let the water sit out for 24 hours b4 i do my water changes
 
In my opinion......yes!
I wouldn't risk it and don't think just leaving the water out would dechlorinate it. Most tap-safe products also contain aloe vera as well which will elp with the stress associated with water changes and promote healing as well.
 
The short answer is YES, you still need to use dechlorinator. Letting water sit for 24 hours will remove chlorine but NOT chloramine which most water companies also put in. It is just as harmful to your fish. You definitely need to use dechlorinator not only to remove chloramine but they also bind some minerals that are present in the water preventing them from causing problems.
 
Chlorine will air out, chloramine will not. Most city water departments add chloramine also, so it is best to use dechlorinator.
