Yes, it is a VHO, but you do realize you need a specific ballast to run it right

In short, you can't just put a VHO bulb in your normal flourescent fixture.

I don't typical recommend power compacts except for the smaller tanks, which you must have considering the 24" bulb size you referred to.

But it would be far simpler for you to get a plug in and run fixture such as this.
