Very Sick Betta, Please Help!

Housing 
What size is your tank? 5.5 gallon, I have currently moved him to a 1.7 gallon
What temperature is your tank? 80 degrees
Does your tank have a filter? Yes. 1.7 gallon only has an under gravel filter.
Does your tank have an air stone or other type of aeration? No.
Is your tank heated? Yes, when temp drops below 80.
What tank mates does your http://www.fishlore.com/Profiles-Betta.htm fish live with? 2 African Dwarf Frogs. He is currently separated from them and in the 1.7 gallon.

Food
What type of food do you feed your betta fish? Aqueon betta pellets
How often do you feed your betta fish? Every other day.

Maintenance 
How often do you perform a http://www.fishlore.com/fishdictionary/w.htm#waterchange? Daily or every other day as I'm trying to cycle the 5.5 gallon.
What percentage of the water do you change when you perform a water change? 50%
What type of additives do you add to the water when you perform a water change? Prime.

Water Parameters:
Have you tested your water? If so, what are the following parameters? Have not tested the 1.7 gallon as I just set it up last night and plan to do frequent water changes.

Symptoms and Treatment

How has your betta fish's behavior changed?
Very lethargic, stays mainly at the bottom of the tank, only swims up for air, not eating.
When did you start noticing the symptoms? The fins about a week ago, the other symptoms only within the last day or two.
Have you started treating your fish? If so, how? Moved to 1.7 gallon tank separated from ADF's, treating water with API Pimafix for fungal infection.
Does your fish have any history of being ill? No.
How old is your fish (approximately)? Have had him for 3-4 weeks.

I don't know what else to do. I had narrowed it down to fin biting and tried everything to stop it. Finally decided to separate him for a while to see if that helps but he seems to be getting worse. So far the Pimafix doesn't seem to be doing anything though I only started it yesterday. Is there something else I should be using? I can't figure out what exactly is wrong with him.

Cycling a tank with fish is not a very good idea, it can be extremely stressful for the fish and this could be why he is biting his fins. Make sure you keep his water in the 1.7 clean and fresh to prevent infection. 
 
That is the only thing I can thing of. Sorry, wish I could help more. 
 
While on amazon today I stumbled upon a product called "Betta Revive". I haven't used it myself, but the reviews all say that this is a great product. Maybe it would help your little guy.
 
Yeah your right betta revive appears to cure fins and tails maybe it will work
 
Betta revive may be ok, but do not even buy BettaFix as it's total crap.
If you were to cycle your tank with the fish inside, it may be the problem. Keep the water warm and clean, and see if he perks up. Gather any uneaten food and take it out of the tank as it just becomes waste afterwards.
