Very Chalky Hard Water Area

Heya, I live in am area where the water is very chalky and even after letting it settle for 24 hours it still is very visble and my tank has lots of white bits floating about.

Is there any thing I can use to combat this as I've tried filter media that collects small particulates but this doesn't help in the slightest.
