Venturi Effect?

I have a fluval 2 plus internal filter and reading up on this filter it states it has an Air Flow Control Device is also included to create a Venturi Effect for added aeration. Anyone know what this is and how to achieve it as it says it gives the tank better airiation.

Basically the filter output nozzle has an extra opening for a small hose to hook onto and sit outside the water. The pressure created by the water being pushed through the output and past the small opening pulls air through the hose and back into the output water. You can easily get a similar result by disturbing the water surface, but they're good if you need extra aeration and your filter is deep under the surface.
 
Its not really due to the pressure of the water or flow. Its the velocity which, yes is directly related to pressure, that creates a lower than atmosphere pressure zone and pulls the air in. Having pressure at this point of suction would cause the very opposite to happen. Its caused by a restricted flow basically. Larger diameter opening being reduced to a small opening forces the fluid to speed up very quickly and creates the low pressure zone. Now this is also a negitive due to the fact that there is now a restriction and the total flow is reduced. Kind like a airplane wing in a way, air is forced to move faster of the top due to the redirection of flow upward and creates a low pressure zone.
