Urgent Saltwater Ick

Ick recently took a friend of mine's tank out completely. How long should he wait until he begins to restock the tank with fish? How long will a tank keep ick with no fish in it? He treated it but to no avail. He also did a water change. Will his syphon hose and buckets be ok with just a washing or should he do something to disinfect them? Thanks for the help.
 
Unless you change the system completely (i.e. using new substrate and rocks and water) then i would wait about 5-6 weeks.

I had an oodinium outbreak that killed most of my fish recently. I had to quarentine the remaining fish and treat them in a copper environment away from the main reef. The main tank was left for 6 weeks with no fish during this time. I increased the temperature to about 28 degrees. Lowered the SG as far as i dare (1.018) and simply left thetank. I sadly lost my acropora corals as they could not stand the temprature change and SG but the rest of hte corals and clams survived it. This period of time increased the spedd of the lifecycle of the parasite and starved it thus causing a break in its cycle.

When the fish were introduced after 6 weeks the problem was completely resolved.
