Hi iam looking for some fish that will swim at or near the top of the tank
We will have 10 tetras 10 guppies 6 corries and 2 feture fish pos dawarf chilids of some kind

Size of the tank? Type of Tetras? Temperature of tank? Is the water soft or hard?

125 ltr 3 neon 4 cardanals 3 dimond back tetras 26 degress c ph 8.3 and droping

Those tetras should all be in their own species groups of at least 6, but 26C is too warm as a permanent temp for Neons, who are low-end tropical (~22-24C).
 
Your tank will be fully stocked IMO once you sort out your current fish, but if you rehomed the Neons, you could replace them with a group of upper water Golden Pencilfish.

Hatches will pretty much always stay at the top of the tank.
