Hi

I'm upgrading my 4.5 gallon tank to a 10 gallon tank. Obviously im going to use as much of the exiting water as possible since my tank has been cycled and ofcourse i will have to add new water to top up, so im not sure what that is going to do with my perimeters, BUT my question is what do I do with my gravel substrate, should i clean it before adding it to my new tank, or should i just add it to my new tank in its "dirty" condition hence keeping most of the bacteria in it.???

The latter should work. However, if you've had illnesses in the 4.5 tank it might be bets to boil the gravel to kill bacteria and parasites.

What will you do with the smaller tank? If you're going to keep it, just use the old water from the bigger tank (after it cycles) to cycle the smaller one. Of course, since you'll have to buy new gravel for the smaller tank it'll take longer to cycle.
