Leader Of The Seahorse's!

Ok, ill be upgrading my Seahorse's tank to a nice tall tank So, their old tank will be spair...so i thought, why leave the Clowns out. So i'll be moving them over to the Seahorse's tank. It isnt't that much bigger, but still...
They'll be moving from an 18"(W)x12"(D)x15"(H) to a 24"x12"x15". Now, their current lighting is done by 3 Power Compact bulbs...one 18W and two 24Ws, so it will look like this:
The thing im concerned about is are the bulbs fine for the tank..or do they need to be longer? Ill probably change the 18W to a 36 W for a bit extra lighting.
So, i could have a setup like this
Will my tank be classed as mature if i add their live sand and live rock? So, should my anemone be alright etc?

But, there is a big piece of frogspawn where the duncan is, taking up that whole area!
