Would I be correct in thinking that I could stick a 3D background into the tank AFTER its filled with water using an underwater sealant?
Not silicone, but there are other sealants that work once a tank is filled up.

But it's not very sticky or as strong as the aquarium silicone I've used, I've used it before on filter pipes and repairing a tank, it would be near impossible for sticking a background on, since the background floats.
