Unable To Open Website's Main Page (Index Page)

okay so i was contacted by a member on the forum today over problem accessing the main home page of this forum they get a Maintenance page up, i am posting this here on behalf of them, to see if this is a problem or not is it isolated or are others experiencing this, seems the site works from links like to posts or to chat, but the main home page dose not load,

i have informed the user to clear the internet browser data like cache and cookies and this did not work
 
i checked on my browser and it did work
 
asked user to check on another browser and waiting for an answer to that 
 
 
EDIT use is using IE, and the website dose work on chrome for them so it seems a problem with IE, but how to fix this?

Does certainly sound like a cache issue.

Excuse me for my IT ignorance, my TFF page does this regularly and normally I just wait an hour or 2 then try again. So, how do I ' clear my cache '?
