Two Sick Neons

Hi all, please help! This morning I was changing the lightbulbs in my hood (they've been out for a few days so it's been hard to observe my fish) and noticed that two of my neon tetras appear to be sick.

One has lost all his color and just looks very blah. The other's right eye is bulging out, I can't see it very well to discribe it but it's just the right now the left.

Any ideas folks, of what they could be sick with and how to treat it?

Can't help you with the one with the dodgy eye, but the other could simply be pale due to the lights being out; I left mine out for a few days' holiday once because my badly-designed tank had the light running on the same power supply as the filter (now rectified by having a separate filter) - anyway, came back to find a half dozen sick-looking (pale) Neons; after 15-30 minutes with the light on they were back to normal.

Yeah but a bulging eye isn't normal, need to find out water stats as pop eye is commanly caused by water quality issues.
 
Thanks guys for responding, sorry I haven't been able to get back till now. The "pale" guy up and disappeared by the next day. I'm guessing he died and something else in the tank ate him but he's gone.
:( The guy with the big eye hasn't changed at all. My last test the stats were Ammonia 0 and Nitrites 0. Don't recall if I checked Nitrates and I don't have my log at hand. Will run them again and see if there were any changes. I want to get a few more neons but not until this is resolved.
 
Use an anti bacterial med to clear up the pop eye like "anti internal bacteria" by interpet if your water stats are fine, which they are :) .
