can any be kept with small fish i.e. neons or is that a really stupid question!

Long answer... No, due to the fact that turtles are predatory animals and they will 90% of the time eat any fish small enough to fit into their mouths. Feeding them live fish every once in a while isn't a bad thing, but make sure not to do it too often or they'll be dependent on souly live food...

Also, IMO so you know there is no such thing as a stupid question, every question deserves an answer regardless of how simple an answer it may be, never be afraid to ask. Without asking you'll never gain the knowledge you need to find the answer.
 
My brother keeps 2 big gold fish with fancy tales in his take with his 2 red eared sliders. Also there are baby Kribensis in the bottom that are about 1"-3" long and they don't eat them at all. They only eat the food pellets and treats he gives them.
 
Well, how large are the Red-ears? Once they're full grown or your brother misses a day of feeding say good bye to the fish he's keeping them with. My friends red-ear slider eats any fish, doesn't matter how often you feed them pellets. His red ear is about 12", almost full grown I believe.
 
His are medium sized, he's had them for about 4 years now and hes has them with the same fish and they haven't tryed to eat any of them. I guess his are just that nice.
