Turquoise Rainbow Questions

i am looking for a NON schooling fish that is around 6 inches. i have cared for smaller rainbows and am aware of there incredible appetite. could i keep one turquoise rainbow in a 46 gallon tank? and would it bother neons?
 
In the short: No. Rainbows are social fish in that they need at least 6 in their group, and they get large enough to eat neons (and they will).

If you have neons then big fish in general are not a idea. Consider a big gourami like 3-spot or pearl. Snake skin gourami gets rather large as well.
 
ive had bad experiences with dwarf and opaline/three spot gouramis being aggressive. how aggressive are those gouramis?

In my limited experience they are only aggressive towards their own kind. If you keep more female than male in theory you should be ok. Or just get 1.
