I have recently got a tophat blenny (24hrs ago).
Very confident and curious. Today I woke up and she is so aggressive towards my guppys, she even tried to nip my discus fish's back fin. I have just found her with a dead guppy and trying to eat it by thrashing it around. Is this normal behaviour? I'm not sure what to do. please can someone advise me, thank you.

separate the blenny into a breeder box or something, and remove dead fish and do a water change.
 
I agree with above. Seperate it from the others until you can find out what is wrong. If possible, get it its own tank.
How large is the tank and what all is in it?
 
I was just curious and looked up top hat bennies... They say males can be pretty aggressive and its recommended to choose tank mates VERY carefully.... So guppies and discus are probably not the best options

yeah i saw that same article, its hard to find good sources, all of them are saltwater blenny
i saw one that recommends big peaceful fish as tankmates

Yah, a lot of blennies are saltwater.

Top hat blennies are fresh/brackish water fish. At least that's what I saw online...
