I'm setting up a new tank that's 30" tall. Current residents are mostly mid- and bottom dwellers (sevs, rams, loaches) and the top part looks empty/wasted.

Any suggestions for peaceful fish that normally swing in the top part?

The tank is 6' long and 2' wide, so probably plenty of room.

My first thought was hatchet fish, though unless the tanks covered I wouldn't do it as they are amazing jumpers, they might also get spooked by your other fish (thinking of the severum, I had one and it was a right bully) but they are definately surface dwellers.

I have Golden Panchax (Aplocheilus lineatus) in with a Sev, keyhole pair and loach amongst others, These stay right under the watersurface much like the hatchetfish

another option would be African Butterfly fish
 
id agree with the butterfly fish not the most gawjus fish but still a striking top dweller

I would have to agree. Would be up there on my list if I had a tank situation similar to yours
 
Gouramis?Golds are lovely,as are pearls,but for eye popping colour,you could go for a group of dwarf gouramis.Indian goramis are good colourful larger ones too.
