Thinking Of Setting Up A Nano...

Im thinking of getting a 15 gallon tank to setup a nano.

My plan is to drill the back of the tank and add 2 bulkhead connectors and then run a fluval 304 canister filter with LR rubble inside. (not for filtering, but mainly for flow)

Would using the 304 filter which shifts 1000 litres per hour mean I wont need powerheads making the tank look ugly ?

That depends. PH's allow you to direct the flow and even alternate in wave fashion. If the bulkheads are flush, flow my just shoot across the back of the water column leaving dead areas in the tank.
