The Black Plague???

I have a 29 gallon tank.. I have had its occupants in there for around 8 months.. all was fine till last weekend.. I was trying to be nice and add some color to my Husband Tetra tank.. which this is HIS tank really.. He has neons, Black Skirt tetras, zebra danios and a leapord danio.. this past weekend I added 5 serpea tetras, and 5 african dwarf frogs.. Filtration is not a problem since I am running a emperor 400 and still do weekly water changes the ph in the tank is around 6.8 temp is always around 78.. The serpea tetras had some white specks on them after I put them in the tank.. they all died within 48 hours.. 1 frog died... I added some melafix... but now.. the rest of the tetras and danios seem to be dying off 1 by 1 the victims are turning black right before they die.. what is causing these fish to turn black and die?? Please help..I feel so bad I killed my husband fish.. YES I know better then to have added the fish like that.. SO I know this is all my fault... but can I stop it from killing everything????
 
The white spots were only on the serpeas which have allready died... The ones that are dying now have only the Bodies turning black as symptoms.. and the fact they are acting like they are having seisures right before they died. :byebye:
 
Yeah Ive never seen anything like it either.. and the sad thing is Im not a beginner fish keeper I breed african cichlids and have had many various types of fish thruout my life... never seen anything like this... :(
 
Ohh BTW the reason for sucha BIG filter on a small tank was we were/are/hopefully planning on moving these tetras to a 55 and I was getting the bioload started on it so it would be established when we were ready to fill the 55. We are replacing glass on it right now.. -_- :-( :byebye:
