Tetratec In400plus Filter - Any Good?

Hi,

Recently bought first tropical set up - small 28 L tank and bought a Tetratec IN400 plus internal power filter. It seems pretty good and has a number of settings for controlling water power flow. Considering the size of tank and the fact Im only looking at getting small fish (tetras etc...) any idea what power setting to use? I have it on the second lowest and this seems to be ample (although it doesnt seem to aerate as well on the lower settings). Also, how long before it matures? I have added some Tetra Power Start bacterial agent.

in that size tank I'd have it set half way, that is to say turn the green levers so it is horizontal when you look at the filter front on.
