Tetras In 10 Gal?

I have a 10 gallon tank that I started cycling today. I have been looking at fish for a couple weeks now. I am stuck between tetras and gouramis.

How many tetras and what type can I have permanently in a 10 gal? Also, what do I feed them? Will tropical fish flakes work? Any specifics I should know before I purchase any fish?

is say about 15 neon tetra ? for a 10 gal?

Edit- i would say maybe 10. i have a 20 gallon with 15 but that also has 6 panda corys and 1 flame dwarf gourami.
