tetracycline - water change question

Hi,
I have a very sick betta, torn fins, swimming erratically, unresponsive until today, and have been treating him with tetracycline for two days/doses so far. He is in 1 gallon of water with heater to 78 and the ammonia test is showing as not quite 1.0 tetracycline package says to change 25% of the water today, dose for 2 days, then change 25% of the water again. Question - why not change 100% of the water since he's in such a small amount, is sick, and the readings will only go up. Is there a reason why the meds would suggest less of a water change? jw, thanks :)
 
I think it is because the directions are for larger tanks, hence the 1 tablet per 10 gal rule. They know most people will not change 29 gal daily, so a percent is ok. In a 1 gal, I would change 100% and re med.
