I have my Betta in a 3 gallon tank. The temp is always at 82F. How can I lower it? Should I lower it?

82 degrees is actually okay for a betta. They prefer the temp around 80 anyway. If it tends to go higher than that, though, I would take some precautions to bring it down. Two things that can be done, just add some cooler, dechlorinated water on occasion, or you can set up a fan that blows across the surface of the water. That will cool the temp in the tank too.

For the most part, though, if the temp stays steady at 82, I would leave it alone. Your betta probably loves it in there. :)

If the atm temp is high too (in some occasion) I've heard that cold water (please be careful on this) will help...

If that is room remperature, there isn't much you can do other than cut the time your lights are on or maybe look into a filter that hangs outside the tank. I know the Whisper 10 Filters on my betta tanks hang inside the tanks and I'm sure they produce heat. Even with my room temp at around 73 or 74, my betta tanks stay around 78 or 79. I'm sure that is from thea filter heat as the lights are only on about 5 hours a day.

Edit: You could possibly put them on a lower shelf in the room since the air is cooler near the floor (hot air rises). I don't know how much difference that will make though.

I do have a filter that hangs on the outside of the tank. The room temp is around 77F these days. Outside is a lot hotter! The tank is on a kitchen counter. It isn't near the stove or any other appliance that gets hot. It doesn't get any direct light.

That would sound about right I guess as 2 of my betta tanks (both 2.5 gallon) sit on the kitchen counter and they also run about 4 or 5 degrees above room temp (or at least what the thermostat on the furnace/AC shows). I don't know that there is much you can do other than lowering the room temp.
