Another clue......this is the same city/port but from a different perspective.....ignore the flag on the ship, that is only the ship's nationality and has nothing to do with the country or city/port

Honestly those buildings look more russian, and the mountains look more Russian. I don’t know what Middle East countries look like. I would go based off of he buildings, the car, and the landscape something like turkey because it’s close to Russia, but you said Qatar is closer, so I have no clue lol. It’s not UAE because UAE is flat. It isn’t Israel because Israel doesn’t look like that. Can’t be Jordan. I assume it’s not Bahrain. Saudi Arabia?

The mountain reminds me of Socotra, which is the only part of Yemen I know. HOWEVER, Yemen and Oman are not part of the Middle East, contrary to popular belief
