im no expert but it looks like a well packaged mixed bed resin de-ionisation unit. it basically does what a Reverse osmosis unit does. only in a more expensive way cos you have to replace the resin.

RO and DI units are usually used in marine aquariums and salts etc are added after. they can be used to mix RO/DI water with tap water to reduce pH and gH. All very technical but somewhat overkill.

I have a 4 stage RO/DI unit ehich i use in my window cleaning business. i use some water from it mixed with tap water to keep my gH down where my guppies like it. (about 20% RO/DI to 80% tap) probably doesnt make that much difference TBH

The tap water filter is a cheaper filter. Better RO/DI filters have bigger filtering cartridges to help remove majority of the metals, chlorine, etc. from the water. RO/DO units usually claim to remove about 90% or better. The tap water filter has only a single cartride, so I would have to assume that it would need to get replaced often if used for an aquarium.
 
i think its just the resin final stage found in a full ro/di unit (multiple stage). it will bring the TDS down to 0 but wont do for very long. replacement will prob be once a month going on the size of the vessel. on a full ro/di unit it would only polish off the final 5 / 10 ppm. on its own it could have to clear out about 300ppm like this. and the particle sizes will be big without a 5 micron sediment filter, a carbon filter and a membrane inline. clog city.

if you need one get a 3 or 4 stage ro/di unit. they're not expensive (ro-man 50 4 stage is the make i have)

if you aren't using one in your tank now.... your fine without it
