Tank Switch, Substrate Switch, And Cory Questions

Okay first of all I'm going to be switching from a 10 to a 20 long, I have lots of live plants in my 10 and I wanna switch from rock substrate to sand since I just got some Cory's. I want tahitian moon sand and then some kind of bottom substrate for the plants, what should I get and how many lbs of each?

I have 5 black skirt tetras, 2 sterbai and 2 similis Cory's, what's the max I can have in a 20 long (very well planted)? I'm sticking to the South American theme, any other cool animals that would go with the fish I already have?

Finally my filter is a Penguin Bio-Wheel 150gph, that means in the 20 long it will filter 7.5 times per hour, how's that? Ideally I'd like to keep it at 10, and I can return my penguin 150 and upgrade to a 200 for only 5 or 6 more dollars but my 150's element is probably a week or so into absorbing the bacteria from my old filter.
