Hello Everyone

Does this look like a tank that is cycling ok?

04/03/04 : Tank was setup and filled with declorinated water and left for one week.

If your using Ammo-lock then there's a chance that these results are inaccurate, but if your not then the tank is indeed on the cycling progress and it's not done. Never add any fish until A&N hits 0 and stock slowly, maybe a couple of fish after your tank finished it's cycle
 
First thing: Test your tap water.

I wouldn't be surprised if it tests at 12.5 ppm nitrates (note you had no change in nitrate levels after a 25% water change), and you may find it tests for 0.1 nitrites, too.

If so, you either have a bad test kit, or have nitrites in your water (seems highly unlikely to me) and/or nitrates in your tap water (more likely, but still unusual).

Outside verification of your test kit (maybe have a LFS test your water?) could help narrow down the problem.
