I just installed my new hood that has 100 watts, all for my 5 gallon hex yeah that is 20 watts a gallon, however i have run into a problem, a need a cheap way to cool my tnak because these lights in for only 20 minutes spiked my temperture to 83 and then with the lights even off the heated tinfoil raised it another degree what can do to cool it, and do i need to worry about the lights cutting through the wood

air flow increase with say computer case fans or chiller-could diy one with a small beer fridge and some modifying

yeah, try setting up a fan to blow the hot air away from your light fixtures away from your tank. computer fans are prolly your best option, but without seeing the construction of your light fixture and tank its hard to comment
