While I'm all for animal welfare, this will make it more difficult for the average pet owner, and perhaps impossible for some to enjoy pet ownership.

Seeing as the UKC article was posted 16 months before the Swiss plan for pet education, this writer may have a good idea of where this is heading. This is probably something folks would like to keep in mind when promoting animal welfare legislation, and could possibly affect the aquatics hobby.
