swimming upside down!

Hi,

I realise this is a forum for tropical fish, but it was recommended to me as being really helpful, so I hope you don't mind me asking the question here.

I have had 2 fantail goldfish for about 6 weeks. Everything was fine until yesterday when one of them was just floating on his side in the middle of the tank. At first I thought it had died, but noticed the gills were moving. This morning it seems a little more active but is only swimming slowly upside down. The filter is running ok. The tank was cycled for a week before I added the fish. There are 2 plants in there was well and plenty of space for the fish.

Could this be swim bladder disease? or something worse? :( . He really doesnt seem to happy, is there anything I can do to help?
 
It sounds like a swim bladder infection to me.

By the way how big is the tank?
 
30 litres. Is that OK for 2 fish? The guy in the shop said it would be ok for up to 4.
