Swapping Fish To Other Tanks

At present I have 2 tanks - one 28 gallons and one 19 gallons - no room for any larger tanks.

I have 12 Indian Glassfish in the 19 gallon tank and need to move them to the larger tank pretty soon, they are only babies at the moment but growing fast. This tank is filtered by an Eheim Pick Up 2012 and Superfish Aquaflow 100.

In the 28 gallon I have:-
4 Dwarf Gouramis;
5 Platinum Tetras;
6 Neon Tetras;
3 Peppered Corys (know I need another one)
3 Julii Corys (also need another one, can't find them in town);
5 Black Phantom Tetras;
1 Brittlenose Plec;
5 WCMM.
This tank is filtered by an Eheim Classic 2215.

I prefer to add a little marine salt to the tank with the glassfish. I don't think any of the other species I have will tolerate salt...will the glassfish be ok in freshwater?
Also I am thinking of putting the tetras in the 19 gallon, along with the Julii Corys, although this tank has gravel not sand and I know the Julii Corys prefer sand....will a 19 gallon tank be large enough for these fish? If not I will have to offload some. Also will the glassfish be compatible with the Dwarf Gouramis, Peppered Corys, WCMM and the Brittlenose Plec?
 
Thanks I thought the tetras would be fine in the 19 gallon, not overly active fish. Just checking!!
