Substrate to grow fine grassy carpet

I am currently using 2 sizes of gravel in my fish tank. I only have plants on rocks / wood and some moss attached to a ship wreck. 2 big plants growing in gravel very well, roots are all over the tank and can be seen through the glass so I am assuming those plants are happy. I had the proper plant soil before but it is now mainly vacuumed out due to the mess my loaches make with it. I was planning to have a bit of a grassy carpet at the front and I ordered Tropica Utricularia graminifolia 1-2-GROW. I tried to plant it in the finer gravel but my clown loaches are usually flipping most of the gravel upside down when looking for snails so I was wondering what substrate to use? Ideally available on UK amazon so I can just order it as my work schedule is not in-store shopping friendly :(

I already have gravel in the same shade. Matching colors is not important to me but I do not want anything funky coloured nor white as I have strong light so it will be too reflective for my fish pals

I plant in sand and don’t have any issues generally, I can’t comment on that specific plant though. I also know some fish are very good at digging up plants, I’ve only got a Betta at the moment so, again, not something I can give specific advice on...
